JAKARTA, MKRI – The General Election Commission (KPU) rejected the Golkar Party's argument alleging voter mobilization by PT Torganda personnel in North Tambusai Village, North Tambusai Subdistrict, Rokan Hulu Regency, Riau Province. Because, according to the Respondent (KPU), there is no difference in the Golkar Party's vote for the election of members of the Rokan Hulu Regency DPRD Election District (Dapil) 3.
"The total vote acquisition of the Petitioner is 72,571 votes and there is no difference in the petitioner's vote acquisition. Considering that there is no difference in the petitioner's votes, the Petitioner's argument regarding the dispute over the vote results must be rejected," said Khairul Anwar Hasibuan the Respondent's legal counsel in the Plenary courtroom of Building 1 of the Constitutional Court (MK), Jakarta on Tuesday (7/5/2024). Case Number 247-01-04-04/PHPU.DPR-DPRD-XXII/2024 was heard in Panel 1 presided over by Chief Justice Suhartoyo with Constitutional Justice Daniel Yusmic P. Foekh and Justice M. Guntur Hamzah.
According to the KPU, the situation has also been coordinated between the North Tambusai Subdistrict Election Committee (PPK) and PT Torganda concerning the final voters list (DPT) after termination of employment. Local election organizers urge former PT Torganda employees who are still included in the DPT of Tambusai Utara Village or are outside the company to vote at their respective polling stations according to where they are registered.
In addition, the KPU said that the petitioner's arguments regarding the alleged mobilization of voters using electronic ID cards (KTP) or voters on the Special Voters List (DPK) by the GM of PT Torganda were unfounded and unsynchronized, but only assumptions without being accompanied by sufficient legal evidence. The petitioner did not explain in detail who the voters in question were, and how many people there were, or whether the voters in question had KTPs outside Riau and Rokan Hulu, or were registered in the DPT at polling stations outside PT Torganda's plantation.

Meanwhile, Bawaslu stated that there were no people who were not registered in the DPT but had KTPs at TPS 15 using their voting rights before 12.00. Based on the results of supervision at polling station 31, there were no special events found by the TPS Supervisor. Meanwhile, there were DPK voters who came at 11:00 to TPS 32 but were prohibited by KPPS and PTPS officers before 12:00.
In addition to the KPU and Bawaslu, the related parties also submitted their responses at today's hearing. The Related Parties for Case Number 247-01-04-04/PHPU.DPR-DPRD-XXII/2024 filed by the Golkar Party are PDIP and PKS.
In their petitum, the petitioner asked the Court to cancel KPU Decree Number 360 of 2024 concerning the determination of the results of the general election of the President and Vice President, Members of the DPR, DPD, Provincial DPRD, and Regency / City DPRD nationally in the General Election of 2024 along the Riau Electoral District 3 to fill candidates for members of the Riau Provincial DPRD, Rokan Hulu Electoral District 3 to fill candidates for members of the Rokan Hulu Regency DPRD, and Rokan Hulu Electoral District 5 to fill candidates for members of the Rokan Hulu Regency DPRD. The petitioner asks the Court to order the respondent to conduct a revote in Riau electoral district 3 to fill candidates of DPRD Riau Province in Polling Stations 10,11,13-34, and 40-47 which are located in North Tambusai Village, North Tambusai Subdistrict, Rokan Hulu Regency, Riau Province, and Polling stations 32,52,53 and 58 in Mahato Village, North Tambusai Subdistrict, Rokan Hulu Regency, Riau Province; Electoral district Rokan Hulu 3 to fill candidates of DPRD Rokan Hulu Regency in polling stations 10-11, 13-34, 40-43 and 45-47 which are located in North Tambusai Village, North Tambusai Subdistrict, Rokan Hulu Regency, Riau Province, and polling stations 32,52,23 and 58 in Mahato Village, North Tambusai Subdistrict, Rokan Hulu Regency, Riau Province; and also Rokan Hulu electoral district 5 to fill candidates of Rokan Hulu DPRD Regency in polling stations 25 and 32 which are located in Ujung Batu Village, Ujung Batu Subdistrict, Rokan Hulu Regency, Riau Province; Under laws and regulations within 14 working days after the pronouncement of the verdict.(*)
